The governor of Tokyo has been assassinated, his sister-in-law has been kidnapped, and the Yakuza are in the middle of a gang war. Unstoppable ex-CIA agent Travis Hunter (Steven Seagal) is called in to remedy the situation. With rookie FBI agent Sean Mack (Matthew Davis) at his side, Hunter embarks on a mission to find the assassins and rescue the woman they're holding. But then Hunter uncovers a deadly plot involving a nuclear bomb, and the stakes turn out to be much higher than he thought.
